The old phlogiston table had a same chance of a ship but it had 40% of non critter things - space debris, planetoids and space phenomena which I think has been dropped a little too quickly from the current table.
The phlogiston encounter split used to be
10% Space Phenomena
5% Planetoids
30% Space Beasts (Phlogiston)
25% Space Debris
30% Ships
Looking at the astral plane through all editions the weird and dangerous astral weather has always been a major aspect of it and I think that should be more present - psychic storms, colour pool swarms, all that good stuff.
If the astral is now (has always been) heavily trafficked by Spelljammers then there should be more junk and debris about the place too. Maybe layer that in on top of the admitedly rare astral sites that have always been present.
Tentatively I think the split should be something like
10% Astral phenomena / weather
10% Sites
30% Encounters w/ monsters/planars
20% Natives - githyanki, maruts, couatls
30% Ships or astral travellers
The table below mashes up the astral encounter and phlogiston encounters for multiple editions - amping up the 'astral phenomena are not to be trifled with' and dialing it back a bit from 'every encounter is a monster'. I have stolen the structural breakdown from Grodogs Astral Adventures in Greyhawk thieved some ideas (lost missiles!) but not others (deific conflict).
This should reintroduce more opportunities for finding things of interest while journeying the astral rather than just incessant fights.
